Tasmanian Devil, AKA Hugh Dawkins, is basically a were-Tasmanian devil. At that time, Aqualad and Dreamer were said to be part of the JLQ roster for that pitch, which is separate from the story in this anthology.

The mystery (well, the continuity error) wasn’t solved until after Tora died in battle in 1994. While they were first introduced as villains of the Doom Patrol, they have become common enemies of teenage teams, the Teen Titans and Young Justice.
